He was born in Besni in 1967 and completed his first secondary and high school education in the same district. In 1985, he graduated from Besni High School in the first place. He graduated from Gülhane Military Medical Faculty in 1991. Between 1994 and 1998, he completed his residency at GATA Haydarpaşa Obstetrics and Gynecology clinic.
He worked in the positions of Medical, Obstetrics, and Gynecology specialist and Administrator in different health units of the Turkish Armed Forces.
Between 2000 and 2004, she worked as an Obstetrician and Gynecologist at Van Military Hospital. He received Reproductive Assisted Treatment Training (ÜYTE) at Ankara Gülhane Military Medical Academy. In July 2009, he retired from the Turkish Armed Forces as a Gendarmerie Medical Lieutenant Colonel. He has certificates and studies on Obstetrics and IVF.
He is currently the Head of THE DEPARTMENT OF TURKISH GYNECOLOGY AND OBSTETRICS ASSOCIATION. Dr. Necip Öztürk, who started to work at Mersin IVF Center on August 17, 2009, is also the Director of Mersin IVF Center
